By law, most states require that you have the same year or newer motor as the automobile. However, I'm 90% sure that everything will work. You may need to add/change some sensors.

94 Ranger 4.0L is a bit stronger then your 91 block, other then that they are very similar
You want to use the 91 computer, sensors, intakes, etc so basically you will only be using the long block from the 94, forget about using the 94 computer, there is no need
In fact you can use the long block from any year 4.0L OHV from 89 to 2001 to replace your 91 engine. in 93 the heads were upgraded and again in 95
the later the year the lower the miles the better the choice for a replacement engine
