Ok here is the latest. I was not able to find a fuel pressure gauge that worked other that buying one and unfortunately it is not in my budget to buy one now. I know they are not that much but. So I did the next best thing. My wife always tells me that I am great at rigging things so that is what i did. Take one long valve stem extensions ment for the inside tire of a dually and remove the test valve. Then take 12 to 16 inches of hose and one dial type air gauge with a few hose clamps and hook it all together in a line and for a few bucks you have yourself a home made fuel pressure gauge. Test as normal.
I found I had 29 psi with key on and about the same with engine running. Pull the vacuum line and have around 38 to 40. No fuel in vacuum line.
Specks in manual states 30-45 psi. However I just two weeks ago put a brand new fuel pump in my sons 1998 explorer, this 96 calls for the same pump, so I hooked up a battery to the 98, it is not yet road ready. The 98 had 43 psi with key on and off twice. Can't crank 98 yet.
Question, the pressure is lower and most likely my problem, but the fuel rail between the 96 (plate type) and the 98 rail type is different. Should my 96 be at the same psi as the 98. Both look to be loop type fuel systems.
Also when the 96 starts and running it is a little rough, it is overdue for full tune up, but I do not have any power loss during driving.
Does this still sound like a week pump?
