Question: My Daytime Running Lights and Keylless pad on drivers door is not working. I think the fuse I checked under the dash is # 30- 15 amp. it's not blown...

Is there another fuse to check?

Start testing for power. At each end point first. Find a ground elsewhere besides the item being tested.
 






From the drawing in my Haynes manual four fuses are associated with the door lock system in 03. They are #2 , 16 & 22 in fuse box under the hood and & 20 under the dash.

If only the daytime driving lights are not operating I would suspect that the module has crapped out. Very common problem. On an 02 it is located on the inner fender immediately behind the fuse box under the hood. Not sure if your 03 has it in the same location.

When mine went bad a few years ago I didn't want to pay the $150 for a new module and made up my own circuit using three relays and an old resistor I had kicking around. Total cost $15.
