1999 Explorer. Suddenly I have a condition where I have a 2-1 shift when I should have a 2-3 shift. If I let off the gas it shifts, but into 4th I think! After I drive it for a while the O/D OFF light starts blinking! I thought I'd take it to Jiffy-Lube and have the fluid flushed and changed for a start. Does anyone have anything else that would help me?

Forget jiffy lube and flushing. Might as well flush your money down the toilet at this point instead of that, it wont help. Try to get the car scanned for transmission codes, that is a big help. What is the maintenance history on this trans? Is the fluid red and up to the correct level?
Shifting when letting your foot off the gas could be a band that is either broken or out of adjustment. Either try for a band adjustment or drop the pan and see if you have any fragments in there. If not it could be issues with the valve body gaskets, solenoids, servos, etc.
Not every scanner is capable of reading these kind of codes, so don't be surprised if you go to a shop, and they say that there are no stored codes when there really are. The high end scanners could read manufacturer specific codes, body codes, ABS, SRS, transmission, etc.
It could be a blown valve body gasket or a broken intermediate band. I'm working on a tranny now that had a broken intermediate band - it was slipping with no codes. If you're not a handy person, leave this job to a professional, but at least do some homework so you know what to expect.
