No 4X4 low range

I just picked up a nice 92 explorer real cheap with some tranny issues.I am sure i have the tranny figured out but for some reason, I can shift it into four high and it drives and moves fine makes the normal 4X4 noises.It wont go into low range.No clicking of the relays from the GEM or 4wd control module.What should I check.I will be pulling the transfercase out to replace the governor anyway.Maybe the motor isnt turning into four low.

When you try to put it in 4 low are you putting the tranny in neutral and holding your foot on the brake?That's the only way it will lock into 4x4 low.

Its in neutral and I believe my foot was on the brake.My other explorer works fine.I will try again with the foot on the brake.

I thought I would suggest the obvious first.lol!
I would check the switch and the connections first,then the shift motor.

Itt goes into four high no problem and the normal clicking is heard in the rear from the module.Nothing in four low.I will check the switch as may have had something spilled on it like the mirror switch and doorlock switches were.
