No AC at idle

I have a 98 explorer running 134a. When the car is at idle the compressor cycles every 3-5 secs. and the air coming out is warm. When I speed up to about 1500RPM I start to get cold air. Obviously at highway speed everything is fine.

There is a full charge of 134 and everything looks fine. Any thoughts?
 






Airflow through condenser would be my suggestion--find out why you have none

It could be from a bunch of bugs and dirt in the front radiator looking thingy--wash it off with a car wash-
Maybe the engine cooling fan clutch is slipping-not turning fast enough.
