no power to DLC

2000 explorer limited
I recently purchased a 2000 Limited 5.0. There is no power to my data connector. Replaced #5 10 amp fuse. no change. My scanner has new battery's and works fine on other cars. By putting the volt meter on my 2010 explorer it looks like there should be 12 volts to one of the terminals with key off. If I hook a jumper to the dead terminal to provide 12 volts will I be able to get the codes out without damage? has anyone had this problem? I didn't see any posts that helped thanks.
 






You should have 12V on Pin #16 of the OBD connector. According to wiring diagram, fuse #17 (25A) provides that power. Good luck.
 






DLC power

Thanks, I just replaced that fuse today and it works. The owners manual claims #5 10A is power source. Nothing but cigar lighter on #17 . Yes I was shocked and amazed that the owners manual was incorrect. Another car guy at the parts store said that most cars power DLC from lighter fuse.
