Some will, some won't, it depends on the specific scanner. As noted, check the documentation that comes with the specific scanner you're interested in. If shopping, then ask the seller if it will do both OBD-2 and OBD-1.
No! The problem isn't with the software in the scanner, it is that OBD I uses a completely diferent ALDL conector (diagnostic connector) than OBD II. Prior to the government mandating OE's use a common ALDL (one of the many requiorments implamented with OBDII) everyone used a different design for their connectors.
