OBD2 and EEC?

When replacing the bulbs in my dash the other day, I noticed my '95 has an OBD2 connector. Yet under the hood there is an EEC connector.

There is wiring going to both connectors, but I don't have an OBD2 reader to check it. Were the '95s OBD2 compatible?

I think that was the year some 95s came with OBD 2. I know some Mustangs have the same two connectors but if you hook up a scanner to the OBD 2 port it will not connect to the computer.

...The 95 Explorer was not ODBII compliant but rather it was like an ODB1.5...

..The 95 Ranger was ODBII compliant and the rest of the domestic vehicles became ODBII compliant for 1996..
