odd noise starting--dead battery on charger...

we had some weird freeze this past week here in the nyc metro area, and weds morning, while trying to get my husband to the bus stop as it was way too cold for him to ride his motorcycle to work that day, we get in, i turn the key, and it will not start. no surprise, i guess, since it was so cold, and it is probably time for a battery anyway. so, we put it on the charger and it started after a while--since it's gotten a bit warmer now, it's started pretty much every time, but after driving it for a short distance today, we tried to go out again and it wouldn't start. completely dead, and after hooking up charger, instead of it trying to crank, got the clicking that makes you think your starter is bad, which we pretty much know is not the case. however, when i turn the key to the 'on' position, before turning the key all the way (to get that clicking sound), it's making a weird electrical type sound, even after i shut the radio off. never heard this before. sound familiar to anyone, as i am getting kind of worried?? thanks in advance, as you guys almost always help...
addendum: when i turn on the key and it makes that 'electric noise buzz thing', there is also a sound from the dash that sounds like my turn signal is on--sometimes the dash lights flash in time, sometimes they don't, but the dash is lit up like a christmas tree--you know, all the lights that light when the key is turned on like that...
 






Battery is most likely NFG. The weird sounds are electrical relays doing strange things due to low voltage-power locks, chimes, etc. are especially sensitive.

Bills correct. It makes all kinds of odd noises. It's best to take a meter and check your battery voltage when off, and again while running. Make sure the battery terminals are clean or even if everything is working correctly it still won't charge if they are dirty and corroded.
