Mine were similar, but with about a full can of PB, soaking overnight, a propane torch, and a sledgehammer, I was able to back them out without snapping them. I think I have the bolts saved somewhere.
Yup, broke off right at the head of the bolt. I soaked them every day for a week with PB blaster and I used a torch on them before trying to get them out. The rest came out fairly painlessly.
