Parking brake troubles

My parking brake won’t hold my 98xlt even on a slight incline.
When I got it the parking brake sort of worked but would not hold so I rebuilt the brakes with new shoes and new hardware. The drivers side was all there with worn out shoes but the passengers side was all gone as in all parts had been removed. So I finish rebuilding both sides with cam and all parts moving freely and the shoes 2 clicks from contact with the drum and I had no park brake. So I adjusted up 1 clicks from contact so the shoes were just rubbing and still no good so I got new cables and still no good. It seems like it has rubber cables.
I can adjust it so it’s dragging and then stomp the pedal to the floor and roll down the driveway.
I don’t know what I missed. I am thinking of disconnecting the passengers side and see if it will hold with just 1 brake.
 






Double check your pedal assembly in the vehicle. The cable passes up into the floor and into the mechanism. I have had the pedal assembly fail on me in a 99 f250. The pedal assembly was not pulling the cable like it should, but almost felt like it was.

Luckily they still sell those parts as alot of ford trucks at the time used those brake pedals.

On my personal car I have had the brake cable fail and the cable pulled out of its crimp. I had to replace it with a junkyard set.
