Parking brakes work in reverse not forward

I just replaced the shoes and one of the brake cables on my 2000 Explorer 5.0.

The brakes barely slow the truck down going forward. They do engage, but the are nearly useless and the truck will move when Idling.
However, in reverse, they work great and you have to get the engine up to 2500 RPM plus for the truck to move.

I've checked the actuators and everything looks just fine. There is no primary or secondary shoe. Both shoes look the same.

I can't see any issues with any of the parts.

It does not seem possible to put the actuators in the wrong way...

This is driving me crazy.

Any ideas?
