Parking bulb out, signal still works

Ok like the title says my lower driver's side parking bulb is out, but the bulb still works when the left signal is on. I've checked all of my fuses and they are fine. Would just part of the bulb be broken or am I looking at an electrical issue?
I tried searching and found lots of threads with the opposite problem of mine (parking lights work, but signals do not) but none with my problem.
