Please help - vacuum line 99EB

Can someone help check the image to locate where this vacuum line goes? Trying to get my truck ready for the winter... Recently changed the plugs, but now I have some issues with the ventilation.
My 99 Eddie Bauer climate control, when set on Min/Max, has started blowing only out of the top side vents, and the rear unit behind the console. The dash vents are not working, although they are open, and work fine on Max AC mode. The dash vents use to open & close on their own when selecting "Min/Max & Vents". Now air will flow on these cycles to top vents. Any suggestions will be sincerely appreciated.

The "gray" vacuum line on my 97 goes to the "coolant by-pass" valve (OHV), I think the one for a SOHC has an extension and is by the water pump IRC.
 






lol. i spent about 1 hour trying to locate where the check valve by the water pump.. does anyone have a picture diagram.? should i take off any engine components?
 






If you dont have a "coolant by-pass" valve installed, (sometimes they are removed) just plug the gray vacuum line so as not to cause a vacuum leak. A vacuum leak will cause the HVAC vents to not act properly.

okay it looks as if the vacuum line (black) has been spliced before

It is hard to tell from your pics but your 99 is a SOHC engine truck
Look underneath the HVAC box, under the heater blower motor, you should see vacuum line leading into the dash area, I bet its broken

You might have to remove the inner fender liner to get access to the area in question
removing the passenger side tire really helps get the fender liner out........the HVAC controls that change from defroster to dash to floor are vacuum operated, it is no surprise that you are having vent issues without the vacuum feed hooked up
