Power Antenna

I am about to tackle replacing the power antenna on my 1998 XLT. It looks like either a fender removal or possibly just the wheel well liner, but I am not sure. I don't want to do this the hard way; does anyone have any suggestion from experience?

I don't have the power antenna but I have pulled my fixed mast by only removing the wheel well liner, so I expect that'll work for you too. There's the threading at the top where it goes through the fender then a bolt towards the bottom behind the liner. I don't recall having to take the wheel off but I might have??
