Programming Key fob issue

I have a 2004 Ford Explorer XLS and I’m having issues programming any key fob including my original one. I’ve bought several different kinds and none have been able to program.
I am able to successfully put the car in programming mode but no response from any of them.
I do have a sticker for a “karr security system” but am unsure if that’s the problem.
just need some steering in the right direction to diagnose/troubleshoot issue.

i am going to ask both of you the stupidest question ever. are the batteries good in the fob? dont think they are, put new ones in so there is no dout about it. also are you cycling the ignition 8 times and the locks go up and down after you do that? last, is it a ford fob, and not the dealer installed car starter fob?

Yes I replaced the batteries in both the original and replacement fobs and no luck.
yes I cycled the ignition 8 times and I heard the locks go up and down, although some of my door locks also aren’t working(would love help with this also)
The original fob was not a Ford one and I have used several kinds for the replacements (Amazon/autozone)
 






are you replacing the old one because it stopped working, or you wanted to add a second one?
 












so another dumb question. do you own any other fords that have a key fob to unlock the doors? if you do, try programing it to them and see if they work. they all program the same way. i say this just to see if you have a fob issue for sure, or if the rap module in your truck has died

I unfortunately don’t but I did read somewhere else about the rap module potentially being the issue, I’ve been trying to source one but don’t seem to be having any luck

New batteries in both both are Ford key fobs identical one works and one don't
