Pulled the exhaust, still low vacuum

Disconnected from exhaust manifold. Could the timing mark on the camshaft be off that far from a 90 mustang to my 87 Ranger 2.3? Its really starving for air; I sprayed a little startin fluid in the air filter and it killed it. I can rev it up by pumping the throttle, but still has no power. No back fires, so I'm sure my intake valves are closing. Any ideads?
 






180 to 184 psi all cylinders. All ports sealed, plugs came out sooty. Next up, exhaust manifold.
