Quick Lift Question

I am separating from the military and finally have to register my truck in VA. I know the laws are pretty strict about what you can and can't do to a car.

Do I understand that you can't modify the suspension/Wheel size/tire size anywhere from stock?

Alteration of suspension/bumper height/body height

Basically comes down to bumper height. I thought tires needed to be covered by fender, ie. if you drop a penny from the edge of the fender it shouldn't hit the tire, but I didn't look enough to find it. Enforcement depends alot on where you live and drive it. Seems like it's not too strict around my area.
