Radiator Cooler on Stock 4.6L V8?

I was peeking around under the front my my explorer the other day and I noticed what looked to be another small radiator. It was mounted almost directly behind the front bumper, and it was MUCH smaller than the regular radiator. Is this a radiator for the transmission fluid? I know I have the larger hitch (2"??)on my explorer, would this warrant Ford putting on a radiator for the transmission fluid?

Trace the lines...I'll bet it's your power steering cooler....and no, I'm not kidding.....

I believe that is the power steering cooler. It also has a trans cooler though. I think in between the a/c condensior and the radiator. It is a little bigger then the power steering one.
