Raspy Wind Like Noise

I am currently getting a Raspy Wind Like Noise coming From around the area where that Steel PLate is under the rug right in front of the center console. I get this noise only when moving almost immediately after i give it any gas. Has anyone had this problem or Knows what it might be and a possible fix for it. Its a 93 limited that had a trans dropped in about 10k miles with only about 30k-40k on the trans when it was put in.

Sounds like it maybe coming from the torque converter or trans. front pump area. What RPM's does it climb to before starting to move?

Truck moves great second i let go of the brake it will move at a crawl while it is at about 7500rpms
