Rear Climate Controls Not Working

I have a 2002 Explorer XLT with the standard dial climate controls, no automatic controls, I have the rear control dials up in the overhead storage and up on ceiling in the rear. These controls have never worked since I bought this explorer last year. If I turn the dials to full nothing happens in the rear, no fans or clicking, the controls for the front of the vehicle work fine. I've checked the fuses for the rear blower motor and it's fine, it seems like there is no power going to the dials at all. Not sure what to look for next. Thanks.
