rear shock mount issue 96explorer

Need advice my friend changed my shock cuz I didn't have the time was working 12 he's. But anyway the top bolts were seized in and he had to drill them out now one side the bolt holes are wallered out and the bolts just slop around. Any help would be great. I was just gonna have it welded on but any better alternative? .thank you

Yes, weld-fill it and re-drill would be the fastest and easiest thing to do.
