Rear Tailgate Problem

Hey guys, i got hit in the back of my tail gate which put a few pretty good sized dents in it. My handle seems all messed up now, and the tailgate wont open. I can get the window to open but not the whole door. How do you think i should fix this? Would i need to get the tailgate open to take the panel off and work on it?? Or can i work on it with it closed still?

You can work on it w/o opening it, although it may be tricky to get the pannel off. It is possible though. time and patience is essential :-D
