Rear upper shock crossmember replacement

I need to replace the rear shocks in my 99X after I add shackles. I've replaced these shocks on my cousins 98X and had to use an air-chisel to cut out the bolts because they were impossible to unscrew from years of roadsalt. I'm assuming mine is going to be the same, but I no longer have access to the air-chisel.

Question is: does the crossmember come out? Can I get a replacement and just take out the old one instead of removing the shocks themselves--and does anyone have a part number/site to purchase the crossmember?
