99 Explorer xlt, The tire leans inward at the top. I've jacked it up & tried to wiggle it all directions but it doesn't move. Any ideas?

Negative camber.
You can get a camber kit to help restore or it may be affected by the torsion bars.

Worn ball joints will still be too tight to move by hand. You need to get a pry bar in there and try to move the joints in all directions. I suspect worn ball joints. Uppers will need to be replaced as a complete arm assembly so at this time also get the camber adjusting kit mentioned above. An alignment is needed either way. If you take it in for an alignement now they will identify the worn parts for you. Limit your driving until this is resolved.
