Rusted body panels

I was wondering if there were any kind of laws governing removing body rust. I was thinking about just cutting it out and then grinding the edges smooth. I am not sure if you can legally do this though. I know it might not look great but it might be in an area that is not that noticable. Thanks for any help you can provide.

In some areas of the vehicle it is not only not legal but not safe. ( conincidance ? I think not )
If you are cutting it out and griding the edges smooth you are almost there.
There are a zillion ways to compleate the job, from down home red neck, to making it like new.
It all boils down to your budget and desire.
