Spare tire problem

I recently had a flat tire, and of course I put on the spare. The problem is, now the wire that lowers the spare tire down, is stuck at about 1/4th of the way down. It won't move at all now. Somehow it is stuck or jamed or something. Anyone had this problem, or have any advice beyond heading to the local dealer?

This might work, I have never had this problem.
Havd someone pull on it while you are turring the crank.
This might free it up.

i have tried pulling on it, pushing it, and hitting it, nothing works. (I know hitting probably didn't help)
 






Mine too is jammed ... and have tried several different things to get it loose, all to no avail.

Anyone ever take one apart, or should I just head to the junkyard? If so, what sort of price should I expect to pay for one?
 






Can you drench it with WD-40?
In order to keep mine workin good I normally lower the spare each fall, air it up, clean the wheel and grease up the cable. It's a good idea to grease the cable for winter so it dosn't get rusted through ever.
