Spring Clip removal

I am having one heck of a time removimg the sprig clips on the fuel pump. I am using the correct tool but they will not come loose. what am I doing wromg? I have a 98 Exploerer with a 4.0L engine.

i usually use a couple of real small screwdrivers instead of the tool, it is hard to get them open far enough some times,

DO NOT pull on the filter and the hose

its like a Chinese finger trap the more you pull on it the tighter it gets
