Squeaking Noise under 94 X Limited

I have 2 X 94 LTD. and i have this squeaking noise under the hood. I have put in new belts. Its a noise that ONLY happens when the weather is cold under 45. I have tried to pin point it. Its NOT the AC or ALT. The noise is just annoying after time not to laud. My x with 239,000 has the problem more then the 140,000. I was told that the belt tension pully goes bad... (A very common problem with the explorer). Any tips to find out if the belt tension pully is bad.....

Loosed the belt using a 3/8 in rachet. Move the pulley side to side. If thats the origional tensioner, I'm sure it's worn out. No big deal to change, and as I recall it on;y costs around $20 ... and is on hand at autozone. The whole tensioner is what gets replaced, not just the pulley section.
