Did you replace the original Starter because it Failed?

It's true, my '91 did not have shims and the new starter bolted in and played fine.

Take the Starter out and inspect the opening in the Bellhousing, make sure there is nothing around that opening that will make the Starter go in on a slight angle.

yes i replaced the original because it failed and i already cleaned the bellhousing the first time but it keeps doing the same thing

Knowing how crappy the quality is of some of the rebuild palces, did you check and make sure the Gear on the starter was the same diameter as the original?
Your local Auto store might have a Lot of incorrect Explorer starters.
It sounds like the gear is shooting aout and hitting the Pressure Plate instead of finding the teeth on the Plate. Sounds like the starter has to angle away from the Pressure Plate. It shouldn't need to be shimmed.. I can't understand why you are having this problem but I wonder if you should try putting a very thin piece of metal to the outside of the starter to get the starter to angle a bit.

okay i will do that and see what happens

Starters are different between an Ex with an auto trans and an Ex with a 5-speed, maybe they gave you the wrong one?
Maybe try a different auto parts store?

yes the problem is solved i went back to the partstore and they took out like 10 starters and were looking at them they spend like 20 min until i told them to check the vehicle to see if it was the right one and sure they had gave me the one with automatic trans and mine is a standard im probrably never going there again
