Stuck Armrest 2000 Explorer

My center console armrest will not raise up to provide access to the storage compartment. Any suggestions?

 

[Government Issue]

On the backside of the console, facing the rear seats depending on what model there may be cup holders that slide out of the back. If I remember correctly if these are open the lid will not go up. It's quite chilly so i'm not running outside to check but I vaguely remember this being the case
