Tailgate Latching Mechanism

My tailgate latching mechanism is not working. The latch will not trigger the latch and it is stuck in the up and closed position. Only access is through the deck-lid. Anyone have this problem... Any suggestions... I wonder if Ford sells a repair kit.

Are you sure its not locked?

Good question. It is not locked. My hunch the lock is the culprit though. I guess I can just pull the inside panel off and play with it tonight.
