Testing evap for leaks. Getting vacuum even with cap off.

1998 Ranger 3.0. Using Forscan... Getting P0455. I opened purge valve and confirmed vacuum at exit. Pinched off tank hose, disconnected hose from canister vent. Confirmed vacuum at hose. Shut off engine, held vacuum. Opened canister vent valve, vacuum released. Tank pressure sensor still shows faulty with no change in vacuum reading. Certainly could be the sensor or wiring and have to diagnose that yet. One thing that surprised me was that after I had a vacuum in the line, removing the gas tank cap did not effect the vacuum. Is it supposed to?
