Stock is all you need. I've used Ford Racing and BBK TBs on my old SOHC and they didn't do squat except mess up my cruise control. Can't comment about OHV since I never modded the OHV equipped Explorer I had way back when.
Throttle Body Spacers do nothing but lighten your wallet.
The most popular mods to get decent performance are air intake, an upgraded exhaust and then custom tuning. My last Explorer (SOHC) was very responsive to those mods. MPG? The best mileage mod is a light foot. I don't have one.
Do you have the OHV or SOHC engine? That TB is for OHV only and won't fit the SOHC. I think most XLTs had SOHC in '99 but I can't say for sure. I still don't feel the love for aftermarket TBs, but I can't comment on the OHV engine as I've only used them on SOHC.
No comments on pulleys as I've never used them. Lots of good info in the archives (hint: use the SEARCH function...it works well).
