Is there anyway to make the steering tighter in my 91 explorer xlt?

Without significant modification, routine maintenance. Your pump may be wearing, fluid could be dirty, or your ps cooler and hoses could be too old.

swapping all bushings to poly and replacing any worn ball joints.

Looseness in the Steering gear can be removed by tightened the set screw on top of the gear. This makes the connection between the steering wheel and steering gear tighter and firmer. It obviously does not address any problems below the pitman arm. I have done this to my X and it did a good job of tightening things up. Just Remember looseness in the steering gear is due to internal wear, the steering gear will eventually need to be replaced.

To adjust: Remove the Fan belt and use several long socket extensions to loosen the set screw lock nut. Tighten the set screw with a large screwdriver maybe a 1/4 turn or so. Tighten up the setscrew locknut and re-install the fan belt. Take the vehicle for a spin and feel the results. If still too loose then repeat the above. If you adjusted it too tight then the wheel will be hard to turn and will not auto return after completing turns.
