Hopefully you are putting the winter tires on your OEM wheels and going to the 22"s for the summer tires. Wider tires "plow" the snow and have more of a foot print on the road. In reality for improves winter driving the narrower the tire the better. I have a 2012 Limited with 22" wheels and have purchased a set of 17" wheels and 245/65R 17 winter tires (base model size).

Regarding the TPMS....the only time you have to have them reprogrammed is if you re-use them (ie swap out summer tires on winters when using the same wheel).
If you purchase new TPMS's they are already pre-programmed for your vehicle....there isn't any "maximum" number of wheels/tires that the system can handle since it is only trying to read the four mounted on your vehicle. They all run off the same frequency...
I just swapped out my OEM 20" wheels with the base model wheels c/w 245/65R17 Winter tires and TPMS sensors. I believe the new sensors had to be programmed with the vehicle as there is a line item on the invoice that states; TRAINED TPMS.
I know that with my '09 Highlander the vehicle's control module had to be reprogrammed each time I swapped wheels because each sensor had its own serial number which had to be input into the control unit.
I have to go back to the dealer this afternoon to have them install the base wheel covers. Turns out the lugnuts from my OEM wheels won't hold the covers on. The lugnuts require a washer type flange to hold the covers in place. Something the OEM lugnuts don't have. They had to be ordered from Edmonton at $14.28 each x 20. I'll see if I can confirm the TPMS training item.
