Tranny or no??????

I just picked up a 4x4 1994 explorer 4 door. It seems to lag in power alot. in the mornings or whenever the motor is cold, the tranny will run to 4k rpms before it will shift. after it warms up, its shifts flawlessly. I checked the fluids and it seemed like the previous owner filled the tranny with motor oil. I drained the tranny and replaced the filter and gaskets, and the added a tranny additive with the new fluid. Helped a little bit but the problem is still there. The previous owner told me the tranny was rebuilt 40k miles ago. Im not sure which direction to go with this. The lag and lack of torque makes me think its only running on maybe 3 or 4 cylinders, but the shifting when cold makes me think the "tranny oil" was too thick. Help, this is my second 94 explorer and I don't want to have 2 horrible experiences immediately after buying each one(first was a bad tranny and blown head gasket).
 






The lagging shifting is probably a sticking governor....
