I saw on my '91 there is a drain plug on the t-case (bw1354) (or a plug about an inch or two up from the bottom, on the back of it)

my question is, is this an oil fill hole or a drain? it looks too low to be an oil fill, but i don't see anywhere else for the oil to go in? or does it just get ATF from the trans?

it has a fill hole on the back above the drain to the right it takes atf fluid but it does not get it from the auto trans

Yep, it takes ATF. The drain plug is behind the big round weight on the back side of it. 4 bolts hold the weight on then you can get to the drain. The fill plug is a little higher up to the right of the drain plug.
