Trouble Replacing Bulbs

'96 Limited
The ring that holds my headlights in place seems to be siezed up and i can't turn them in either direction...any ideas on how to get them off?
 






Push in & turn is all I can tell you.
I remove the battery & air box to get the room to change the headlights.
