Under Carraige/Axle Paint Options?

Im going to be painting my axle and under carriage and was wondering if anyone had experience or ideas as far as what kind or brand of paint I should use. I bought some Rustoleum rubberizing undercoating paint for the wheel wells and that seemed to work well but I want do make sure the axle is done correctly the first time. Should I use an adhesion promoter? or primer? If both which first? what about clear coating? I was going to go with flat black. There is plenty of rust so I will need to do quite a lot of sanding.

Also has anyone used rust removed? If so how did it work?
