Using vehicle recovery hook

I have the recovery hook for my 2013 Explorer PIU.
It's a heavy-duty I-bolt, 16mm thread.

I believe it goes thru the front bumper facia to a nut or threaded insert.
I have a small circle in the facia, below the passenger headlight.
Is this the correct spot for the recovery hook?
Does this mall circle press inward to access the structure?
Does is fall inward, or is it hinged?

Yes, that is where the tow hook screws in. As for how it come out, I'm not sure. I do know that a member lost his so I'm guessing it moves outward.

On other cars I have pried the little piece out with a flat screwdriver. Have not tried it on the Explorer.
 






Push on the bottom of the disk and it fllips out and hangs from a plactic lanyard
