That is a Jeep bumper modified to fit the Explorer. Search around for where others got there bumpers and racks. There is a lot of info on here about those.

In fact that pic you posted is BKennedy and he said he got the roof rack shipped to his door for around $200. He also has a nice rear bumper with swing out. See if you can pm him and I'm sure he'll help you out.

Try www.jamesduff.com. I called them and they only had bumpers with wench mounts. They are about 450 and come bare. Mark
