What are these LEDs in the taillights?

They are not reverse lights or hazards. And there are red/blue strobes in the large white area.

Probably part of the police package that was installed. There should be an Upfitter's or Modifier's Guide available to check that out.

In that case I believe they are just the OEM lights. I had them on my previous Explorer as well.
