what is this part and why does it go "HUMMMMMM"

2002 Sport trac. Recently this part under the hood is making a humming noise. Or at least that's the best I can describe it. I traced it down to the part pictured which I do not know what it is. I can even feel the part humming if that makes sense. In the cab you can hear and if you tap the gas the humming goes away but usually comes back within seconds. And sometimes the humming isn't present at all.

1. What is this piece?
2. What do I need to do to fix it?

I believe that is the ABS module.

That item is best serviced by the dealer, or a qualified mechanic with a good break out box. You might be able to rent a break out box at NAPA, I am not sure.

The term was used for an interface-diagnostic device which will " turn on" various components in the EEC-V sub systems.

It will run and diagnose the ABS module If I recall correctly. The box was used on my truck to bleed ( Purge) the ABS module-
It was acquired at a NAPA in the town I was visiting.
