What is this plug for?

I found a plug on my '95 that doesn't appear to belong to anything since everything is working (to my knowledge), but I know better than that. My best guess so far is that it could be for some option that the 1st owner didn't want, but then I wondered why they wouldn't put a cover over it to keep it from getting all gummed up with this and something else (Oh yeah, I almost forgot to mention that it doesn't have a cover and the end appears to be gummed up with some of that stuff).

In case you can't tell from the picture, it is on the passenger side under the hood near the front directly in front of the airbox.

Anybody know?

You aroused my curious, so I checked my 96. Connects to a relay/switch just under the connection. Vacuum lines go to a vacuum reservoir on the r/f inner fender, then vacuum line goes up over right valve cover, then continues behind engine to I don't know where. Long story short, probably your first assumption is correct.
