what to make a james duff bumper work?

what all would be required to make one of james duffs bumpers work on a 99 explorer, whether its a ranger bumper or an earlier explorer bumper....

If you get their 98+ Ranger bumper it will bolt right on.

I just looked on their website for the 98+ and don't see it anymore. It used to be there under "new products".
