Wheel Well Mud Flaps

What's a good tool for popping off the fasteners that secure the wheel well inner mud flaps or skirts? I'm afraid that if I pull too hard I'm going to tear the flap material.

I use needle nose pliers, but they actually sell a tool for those style plugs
