Clear lenses (yes, even with red bulbs) have been illegal for awhile now. APC made clear lenses for a long time, but then got taken to court and the verdict was yes, clear tails are illegal.
Altezzas are different since they have the required red reflector integrated into the lens, or have silver/clear plastic surrounding the red lens section. These are currently the only legal "clear" lenses.
Technically, if you have red reflectors on the side and rear it's still legal with clear lenses, but you still might get a ticket for it and have to make your case in court. The laws also vary from state to state and even within each state, so there's no telling.
Looks great on a white truck, but I'd say keep it to the car shows to save the money and the hassle.
