Where does this o-ring go on front hub

When I took off the front hub, I found this o-ring. But I wasn't paying attention where it was. Judging by the size, it should sit between the hub and knuckle. Is it right?

Also the new hub I ordered doesn't come with this oring. Can I just reuse this one?
